      • Provide information about the different types of Surveys which L&C conducts.

    About the Speaker:

    Jim Lottis the executive vice president of the Hospital Association of Southern California, where he is responsible for health care policy development, advocacy, and association communications for hospitals serving Los Angeles, Orange, San Bernardino, Riverside, Santa Barbara, and Ventura Counties.  He also serves on the boards of the L.A. Care Health Plan, Insure the Uninsured Project and the Los Angeles Economic Development Corporation.

     

    Prior to his move to Los Angeles, he served a five-year stint as the president and chief executive officer of the Hospital Council of San Diego and Imperial Counties, a trade association representing the hospitals and health systems in the southern-most region of California. 

     

    Prior to San Diego, Jim served for nine years as staff director and chief consultant to the Senate Committee on Health and Human Services of the California Legislature.  He also held various administrative, policy development and advocacy positions with the Los Angeles County Health Department over a six-year period.

     

    Jim received his undergraduate education at Cal State L.A. and his MBA degree from the University of Redlands.

     

    Because of his extensive and productive history in influencing health policy in California, and because of the numerous articles he has written on the subject, Jim is a sought after source for political commentary and analysis of current health policy issues by the print and electronic media.

        “How Disasters Work”

        The program will include an overview of the organizational structure for disaster response and the role of the County Department of Health Services in that effort, as well as a discussion of hospital preparedness activities that have been implemented in Los Angeles County.

        About the Speaker:  Kay Fruhwirth is an Assistant Director with the County of Los Angeles Emergency Medical Services (EMS) Agency.  Kay’s role with the EMS Agency has been to develop and manage the Disaster Management section.  In this role she works at the cutting edge to prepare the Los Angeles health care community to respond to the effects of disasters, including terrorism, through training programs, equipment purchases and direct participation in a volunteer response team DMAT CA-9.  She also serves as the Coordinator for the National Bioterrorism Hospital Preparedness Program in Los Angeles County.

        Director, VA Greater Los Angeles Healthcare system

         Charles Dorman, FACHE  was appointed Director for the VA Greater Los Angeles Healthcare System (GLA) in April 2004.  He leads the largest Department of Veterans Health Affairs entity and is responsible for the care of veterans from Gardena to Bakersfield and from San Luis Obispo to Antelope Valley.  Mr. Dorman accomplishes this with a budget in excess of $500 million and with the support of 4,000 dedicated staff members.  Mr. Dorman’s tenure with GLA began when he was selected as GLA’s Chief Operating Officer in August 2000 to provide operational oversight for the healthcare system.  He was subsequently assigned to be the Acting Director for GLA in March, 2002 before being appointed as the Director.

         In addition to his service to GLA, Mr. Dorman has spent the last 28 years in service to veterans nationwide.  Mr. Dorman embarked on his career with the Department of Veterans Affairs in 1978 as an intern in Dietetics at the VA Medical Center, Cleveland, Ohio. In addition to his clinical work in the areas of renal disease and critical care, he has additional leadership experience as Chief of Dietetics at Beckley, West Virginia and the FDR VA Hospital, Montrose, New York. His career in healthcare administration began in 1988 when he was selected as Special Assistant to the Medical Center Director at the Montrose VA Medical Center. Prior to coming to GLA, he was the Assistant Director at the then Sepulveda VA Medical Center and then as the Associate Medical Center Director of the VA Medical Center in Detroit, Michigan, where he was responsible for overseeing the largest single activation of a new VA Medical Center.

        Prior to joining Planetree Mr. Carter served for 11 years as the Administrative Director of Organizational Development and Facilities, and Executive Management Team member at Mid-Columbia Medical Center, in The Dalles, Oregon. Mid-Columbia was the first system-wide implementation of the Planetree philosophy of care in the United States, beginning in 1991. During his tenure at Mid-Columbia, the organization hosted over 1000 site visits and was recognized in numerous publications and Healthcare periodicals as well as Bill Moyer's landmark documentary series "Healing and the Mind".
